In the year 1971, San Francisco faces the terror of a maniac known as Scorpio- who snipes at innocent victims and demands ransom through notes left at the scene of the crime. Inspector Harry Callahan (known as Dirty Harry by his peers through his reputation handling of homicidal cases) is assigned to the case along with his newest partner Inspector Chico Gonzalez to track down Scorpio and stop him. A gang of neo-fascist thugs, led by the self-proclaimed 'Night Slasher', are breaking into people's homes and cars, then killing them at random. When of of these thugs holds up a food store and takes hostages, Lt. Marian Cobretti - an intense, take-no-prisoners cop, is brought onto the scene to end the hostage-taking. Ranting bizarrely about a 'New World', the man levels a sawed-off shotgun at Cobretti, who hits him with a knife, then guns him down when the man refuses to put down his weapon. Later that night, another murder occurs, attributed to the Night Slasher - and the next day, another one. This one is witnessed by a young woman, Ingrid Knutsen. She drives away before the thugs can kill her, but it isn't long before some creepy-looking people start making attempts on her life - and Cobretti's. Cobretti plans to move the only witness to the blood spree upstate, but with inside information, the thugs follow them. And a battle for survival rages between Cobretti and the thugs... A Mexican revolutionary hires an American gunslinger to organize the rescue of their leader from a brutal army prison.

After getting into a car accident while drunk on the day of her sister's wedding, Gwen Cummings is given a choice between prison or a rehab center. She chooses rehab, but is extremely resistant to taking part in any of the treatment programs they have to offer, refusing to admit that she has an alcohol addiction.

Johnny Gallagher, a sergeant, is sent from Germany with a prisoner. The prisoner escapes from the men's room at National Airport and Hackman begins his search for his man. Enlisting the help of his ex-wife and various old friends, he finds that the prisoner is part of a plot by senior military personnel on both sides to kill a very high-ranking world figure in order to sabotage arms control talks.
